"I have the honour to acknowledge the receipt of your letter the 9th August and have duly noted that in future all communica- tions should be addressed to the Ministry of Information,

1. Wst Stories.

This little book, which was written at the request of the Committee by Mr. B. James of the Education Department has had a most gratifying reception. We have distributed 5000 copies and the book has reached even the most out of the way parts of China. Persons living in Mukden, Hunan, Honan have written to say that they could distribute copies. I have recently boceived a letter from Dr. Bowen, an American who is President of the Nanking University asking me for 500 copies which he undertook to place in suitable hands. regret to say that the book is now out of print but we have order- ed a second impression and will supply you with 500 copies as re- quested when the new impression appears.

2. Propaganda in Bchools.

The

I

This work has now been placed upon an organised basis. Regular instruction is given in all Hong Kong Schools on the subject of German atrocities and prizes are offered fro the best essays on the subject, Every fortnight copies of papers are distributed in accordance with a distribution list of which I attach a copy. copies sent to Kr. Ralphs are distributed by him to the vernacular grant in aid schools and the New Territory schools receive their copies through the Police. We believe that this regular instruction will have permanent results.

3. Story Tellers,

We have now in our employment ten story tellers and this Mode of propaganda has been most successful. Our men made 76 voyages during last month on river steamers plying between this port and Canton, Macau and Kong Moon,

On one occasion one of our men happened to travel on the same boat as the Chinese Commissioner of Police at Kong Moon, he was so in- terested in the stories that he invited the man to land and lecture under his protection at Kong Moon, Lecturea at Kong Moon are now being regularly given, In the same way a Portuguese gentleman heard one of our men on the way to Macau and asked him to lecture and took him to the Portuguese Captain of Police and obtained from him per- mission to lecture. I have now made arrangements with the Macau Authorities whereby our lecturerse when going to Macau, present their passes at the Portuguese Consulate here and obtain a vise, and then obtain a police pass as a matter of course at Macau, The lectures at Macau have been so popular that I have had to send two extra men on Sundays so that they may lecture in shifts, This week the stotion are on the subject of the German cruelties in Roumania and the manne in which they have taken away all "the rice" and will not allow the Roumanians to eat. The aggregate audience who listen to our men is about 30,000 a month,
